As a private healthcare provider network operating in California, Total Vision’s website is subject to several overlapping accessibility requirements:
- ADA Title III: The Americans with Disabilities Act requires that places of public accommodation, including healthcare providers, ensure their websites are accessible to individuals with disabilities. Courts have recognized WCAG as the benchmark for ADA web accessibility compliance.
- California Unruh Civil Rights Act: California’s Unruh Act incorporates the ADA by reference and extends its protections. A violation of the ADA is automatically a violation of the Unruh Act, which allows statutory damages of $4,000 or more per violation.
- HHS Section 504: The U.S. Department of Health and Human Services requires WCAG 2.1 Level AA compliance for healthcare providers receiving federal financial assistance, with a compliance deadline of May 11, 2026 for providers with 15 or more employees.
4. Conformance Status
Total Vision’s website is partially conformant with WCAG 2.2 Level AA. “Partially conformant” means that some portions of the content do not yet fully conform to all WCAG 2.2 Level AA success criteria. We are actively working to identify and resolve accessibility barriers across our website.
